About the job

The Operations Director Belgium will report directly to the Country Director in Belgium. His/Her role is multiple as he/she will be in charge of:

  • Supporting local team in bids & projects management and execution;
  • Leading actions dealing with Real Estate (currently 2 sites), Quality, IS/IT environment for the Country;
  • Supporting the new Procurement Operating Model implementation;
  • Supervising the industrial activities (electronics in Tubize and rockets/launchers in Herstal);
  • Managing the workload;

As a generic role, the Operations Director will be responsible to achieve objectives and to manage performance expected by the Country / DEOI (Europe & International Organisations) / Global Business Units. He will have to work in close cooperation with Finance, with HR and with Head of businesses (e.g. Radio Communications Products and Vehicles & Tactical Systems), and of course with the Country Director.

  • Bids & Projects support - To bring value when necessary in bids and projects management. This activity will have to be performed in strong cooperation with Business Lines. At minima he/she will have to be part of bid gates review and in projects review. In some case(s) he/she could play a key role to support the country in implementation of actions to secure and/or to ensure the achievement of mandate given in project phase (e.g. support the team in workload management and/or in finding skills required for the project)
  • Support functions - The Operations Director will have to support the Country, and to take the lead to achieve objectives in different areas:
    • Quality :

More specifically, product or system including supply chain

  • FSS: Real Estate, Facility Management, Security, Safety & Environment – To manage the Real Estate environment in terms of demands and in terms of cost optimization.

More specifically, he/she will lead the project of evolution of the Real Estate which should follow the ramp-up of activities in Belgium with new project coming such as Cyber Security activities, CAMO, or any new Defense activities. This activity will have to follow the Gates process, including the different scenario the Country can propose to manage the demand / growth and to optimize at the same time the run and project costs.

  • IS/IT – To make sure that the IS/IT environment for the Country follow the strategy of the Group and the priorities given by DEOI. Especially around the ERP Oracle Core Model, PCM and shared Palma applications where a clear road-map has been published. To follow and manage with the IS/IT Head the remediation plan to align the IS/IT to the Group practices and level of performance to support businesses
  • Procurement transformation – With the procurement team, in cooperation with the DEOI CPO, and with the Group, he/she will animate, support and follow the transformation of procurement in the Country, according to the Group Operating Model. He/she will follow the performance of Procurement for his/her Country and will initiate proper actions, if necessary to boost the performance, in coordination with the DEOI CPO. He/she will report and communicate performance and key actions at DEOI level.
  • Ambition Boost - Objectives, in coordination with the Thales Corporate Ambition Boost team, DEOI, will be:
    • To ensure the Country has a clear plan addressing the different dimensions of Ambition Boost monitor the plans
      • To ensure plans integrate the alignment constraints within the matrix and the synchronization with the Multi Year Budget process
      • To promote & develop collective work in the plan definition & monitoring within the country and with external actors of the Country (GBU/BL, Heads of function, Regions)
      • To promote the Ambition Boost Guide in the organizations of the Country
    • To animate, support execution of the plan and to facilitate change
      • When necessary, to take the lead of some actions or to coach the PI leader to ensure execution and achievement of objectives targeted
      • Develop Change Management practice & means
      • Manage performance actors availability & priorities so as to ensure sufficient time dedicated to Ambition Boost
  • Others responsibilities – He/she will be able to be involved in some industrial and more strategic initiatives such as developing new Supply Chain in India, supporting acquisition and development of activities or reducing scope of activities. Some example:
    • Introduce and develop the new rockets supply chain in India and secure the implementation of the large rockets India contract;
    • Follow and manage carefully suppliers, especially those involved in the rocket propellant grains and secure the supply;
    • Support and achieve the targets set-up for the new guided rockets plan;
    • Participate in definition of Mid Term Industrial Plan’s;
    • Monitor and review workloads and capacity planning;
    • Pro-actively contribute to Country management/development in particular for
      • Competitiveness/cost reduction
      • Support function costs optimization
      • Cultural change, diversity & inclusion

About You

  • Strategically strong, able to define and implement strategies and changes in alignment with overall business strategy of the Country
  • Able to build strong relationships externally and internally of the DEOI region, especially with some of BLs; Be an excellent communicator;
  • A strong leader according Thales Group leadership competences:

    • Engage and develop teams; Strong team leader to create a strategic, high impact and performance purchasing team across DEOI Countries.


  • Hands on experiences in Operations / Project Management in an international environment.
  • Successful track record in leading transformation
  • Experienced team leader, agile and open mind
  • High tech , Electronics and if possible ammunition, industry experience
  • Fluent in English language. Other foreign language is beneficial as for example French
  • Good understanding of Thales businesses, especially in Defense and in Engineering which are dominant in the Country
